Lodewijk Meijer Group's ''Best of Breed Solutions in a Changing World'' concept is not just applicable to Finance and Investments or Procurement and Law. It is also a very important approach in our educational efforts, like in the Caribbean Procurement Institute (CPI).

As our Executive Director of CPI, Margaret Rose, explained in Abuja, Nigeria last week, as guest at the National Procurement Conference organized by the Nigerian Bureau of Public Procurement, procurement education has suffered from the absence of an integrated focus on both top-down AND bottom-up aspects related to procurement. This has led to problems, especially in those areas that are characterized by inter-disciplinary elements where Law, Economics, Social Aspects, Logistics, Operational Procurement (Purchase and Supply factors) etc. come together. It is almost impossible that one person or even a few know enough about everything. That is why we established the Institute: to bring world-class specialists from these disciplines together so as to ensure optimal education in this difficult inter-disciplinary area.

Professor Mark Tayor
, chairman of the religion department of the prestigious Columbia University in New York, wrote an important Open Letter to the New York Times which was printed in its April 27, 2009 edition.

It is interesting to notice that Taylor is professor in the religion department. Exactly the area where Lodewijk Meijer - the scholar after which we named our group - was active. Albeit that Lodewijk Meijer was also known as professor in Medicine, Philosophy and Literature at the University of Leiden, one of the most respected universities in the world during the Dutch Golden Age (1600-1700). But, whereas it was reasonably possible to achieve master class in so many different topics during the earlier days of science, we believe that today's specialists need to understand that they do indeed in many cases need to know quite a bit about many different things but based on a different rationale. It is not with the idea to know about everything and then do everything yourself. No, it is with the idea that you know when to outsource to a specialist. Taylor finds it strange that the ''education'' industry has so long fought the idea of specialization, thereby creating a situation of fragmentation. This has at least induced two negative developments: a) instead of having top scholars in a field work more closely together (as they would were they in one or a few schools); they are spread out over the world; and b) when you try to do everything everywhere, it is especially the inter-disciplinary work that will suffer. If you have to distribute scarce educational resources and budgets over all fields of study, you have less available per school within the university. The resources allocated to that specific department or school will then of course be used in an ''optimal'' way. I.e. concentrated in the more general plain-vanilla areas so as to ensure that it is as clear as possible that students or executive part-time student will get what they expect. And that is where inter-disciplinerary will suffer.

Specialization and inter-disciplinary cooperation are of importance, the more so, when one has to apply knowledge in practice. This is exactly what Margaret Rose, our CPI Executive Director and principal in Lodewijk Meijer presented to the Nigerian audience. But, it also implies that 'Best-of-Breed' becomes more important. The old university model implied that schools would basically try to offer everything possible themselves. We don't believe in that model, and neither does Taylor. Sure, Harvard, MIT, Stanford, the University of Chicago et cetera. All marvellous schools, but even at that level one is better in topic A and the other in topic B. With that certainty in the back of our mind, we developed the educational Best-of-Breed model and applied it to the CPI and our other educational efforts.

The Master program that we will bring to the Caribbean region in cooperation with the University of Rome-Tor Vergata is really top-of-the-bill. Just google the website of the Italian school and check the names of the faculty and google again, or go directly to the CPI faculty and google the name of Prof. Piga and see what you get. We will follow that same approach in every area of education within the Lodewijk Meijer Group in general and within CPI in particular. We are pleased to see that a well-known professor (Taylor is a regular columnist in the New York Times, one of the best newspapers in the world) known for his tremendous helicopter view and top-down, inter-disciplinary expertise derived the same conclusion.

In November 2009 - at the Annual Conference of the Lodewijk Meijer Group, with many top-level speakers from across the globe - we will officially launch a similar educational institute as CPI, but now focusing more on Finance and Investments, Risk and Pension Management, with special attention for issues that are important to or especially related to Emerging and Frontier Markets. During the selection phase that we are currently going through, we do once again come across huge differences in quality, focus, approach similar to what we saw in Procurement. Our team, led by Margaret Rose and myself, will establish a strong faculty in these areas similar to the one at CPI. The educational programs will focus on the inter-disciplinary aspect and the applicability at the professional level. Our definition of good tertiary education is one that translates to hands-on applicability of the knowledge base acquired during the training sessions, workshops and seminars.

In line with Elbert Hubbart who said that it is at least as difficult to find true ability in others as to develop ability in oneselves, we interpret the Best-of-Breed model as one in which we can specialize in only a set of adjacent activities in Finance, Investments, Procurement, Law and Economics. But this set of fields does already lead to an enormous opportunity set of inter-disciplinary courses, full-fledge graduate and post-graduate programs. The Lodewijk Meijer Institute and its affiliated schools (e.g. the Caribbean Procurement Institute) will see it as an honour and major challenge to bring you world class, Best-of-Breed based programs in various fields. The CPI's success so far and the Masters in cooperation with Rome-Tor Vergata indicate that it can be done.

Taylor's analysis and the work by top-consultant McKinsey who do also see specialization and inter-disciplinary cooperation as a logical indication of sector development are clear signs that we are following a logical development path. That is has not been applied often to education so far is not because of innate applicability problems. It was simply the result of conservatism in the field. It could be done and it should be done. The following excellent diagram, created by Margaret Rose to indicate what an integrated, inter-disciplinary structure in procurement education should look like, is indicative of how we think one should do it. The reader will be able to change the words, fields and apply something similar to other fields of study.

Cuba to create agency to fight corruption "cancer"

HAVANA (Reuters) - Cuba's National Assembly will set up a powerful new agency on Saturday tasked with fighting corruption, which President Raul Castro has called a "deadly cancer" plaguing the communist-ruled island's economy.

 

In his regular Thursday spot on state television, Cuba's top economic commentator Ariel Terrero said the Comptroller General's Office, to be created through new legislation, will try to ensure that state revenues are properly used.



WASA leads Public Sector in Anti-Corruption Initiative

Rio Tinto in bribery allegations

Global mining giant Rio Tinto has found itself at the centre of a bizarre corruption scandal after the China Daily ran a front page story claiming it had bribed the "whole steel industry".

The newspaper, which is state owned, quoted an unnamed industry insider as the source of its story who claimed that Rio Tinto bribed each of the 16 Chinese steel companies in the current steel price negotiations in order to set benchmark prices at a higher rate than they would otherwise have reached.
 



Jamaican official quits amid British bribery probe

David Jessop, Caribbean Council, speaks of Deepening Rifts in Caribbean Regionalism

A little over a week ago, Sir Shridath Ramphal addressed some of those who will be the region’s future Ambassadors.

His comments were framed in the context of Caribbean foreign policy. However, they also spoke to the future of regionalism in a Caribbean that, in the true meaning of the word, appears to be slowly disintegrating.

The Caribbean Procurement Institute (CPI) hosted another capacity building workshop from its unique Procurement Intensive Seminar TM Series at the Trinidad Hyatt on March 9 and 10, 2009.

The Precision Drafting IntensiveTM  was a resounding success that was well attended by professionals from the procurement, legal and project management disciplines, who used words such as ‘impressive’, ‘excellent’, ‘practical’, ‘interactive’ and ‘informative’, to describe the event.

Principles for Enhancing Integrity in Public Procurement

The OECD Council has approved the Principles for Enhancing Integrity in Public Procurement in the form of OECD Recommendation on 16 October, with the OECD Secretary General Angel Gurria emphasizing the importance of the Recommendation.  The Recommendation demonstrates the political commitment of OECD countries to tackle risks of waste, fraud and corruption in the whole procurement cycle, from needs assessment to contract management and payment.

Joint CIPS/CAPP Initiative

Officials of the Chartered Institute of Purchasing and Supply (CIPS) and CPI are planning a series of meetings during September 20th - 27th 2008 in Trinidad to explore with the 500 members of CIPS and 126 CAPP members the development of strategic alignment initiatives between the two bodies. It is expected that out of these meetings, an MOU will be signed between the two bodies to pursue joint membership benefits and initiatives in the region.



CPI Invited to Regional Consultations
