Driven by demand for further control over public spending and more efficient acquisition processes, procurement has become a key public function. Significant technological changes, international trade, global competition, and particularly the current global economic recession have forced governments and public institutions to extend policy interests beyond cost minimization, and to pursue new challenges including innovation, competition, transparency and reforms. Further, policy makers have become aware of the role of public procurement for many other socio-economic purposes. Crossing both economics and business, public procurement has raised the interest of practitioners directly involved in the management of purchases and with academic researchers to answer key questions, explore new issues, and to discuss an extensive range of topics. The third International Public Procurement Conference (IPPC3), held in Amsterdam (Holland) in 2008, brought together almost 300 academics and professionals from almost 50 countries to share best practices and to discuss critical issues. The fertile mixture of experiences, interests and contributions that emerged in the last three conferences represents an important basis upon which to build the 4th International Public Procurement Conference (IPPC 2010). The 4th Conference aims at extending and deepening the topics of major interests that arose from the previous conferences, by selecting theoretical, empirical, practical and institutional contributions on a variety of topics.

At IPPC 2010, for the first time, the EMERGe FORUM themed “Empowering Emerging Economies” will be introduced providing the opportunity for select researchers, academics, professionals and practitioners from Emerging Economies to contribute to the bourgeoning international debate on public procurement regulation and economics by presenting a paper on any procurement or related topic stressing the impact or relevance to Emerging Economies.

We welcome papers that focus on—but are not limited to:

  • Public procurement and economic recession: public procurement as an economic stimulation tool, initiatives, and problems; 
  • Globalization and harmonization in public procurement policy and practices;
  • Public procurement and institutions (law, politics, public finance);
  • Public procurement capacity building, assessment and reforms); 
  • Public asset management and disposals and public procurement;
  • Public procurement and project management;
  • Procurement and innovation (new technologies, e-procurement, firms’ investments in R&D/innovation);
  • The role of standards in procurement markets;
  • Accountability and transparency (preventing corruption, ethical codes) in public procurement;
  • Competition and procurement (impact on SMEs, competitiveness, antitrust);
  • Procurement processes  and  performances;
  • Public tendering  (procedures, auction design);
  • Handling socio-economic concerns in public procurement policies (environment, employment, SMEs);
  • Administration of public procurement (structures, policies, centralization, decentralization);
  • Corporate governance models and public procurement;
  • Public procurement professionalization; and
  • Lessons learned (case studies).

Best Paper Awards

Courtesy the Caribbean Procurement Research Group and the Lodewijk Meijer Institute there will be a best paper award out of the participants in the EMERGe PANEL of 3000 USD.

Submissions

Abstracts (150 words) should be submitted electronically to mailto:info@caribbeanprocurementinstitute.com on or before October 15th, 2009.  Full papers shall be submitted before January 31st, 2010.

Only six (6) papers will be chosen for the EMERGe Forum. Scholarships covering travel, accommodation and registration at IPPC 2010 will be awarded to the selected presenters.  Papers will also be published in the inaugural publication of the EMERGe Journal complimentary copies of which will be delivered to the central procurement offices of all nations in the world. EMERGe papers will also be posted on the virtual platform of LMG World TV.
