Woodrow Whiteley(Jamaica) B.Sc., (Hons), M.R.I.C.S., M.C.I.Arb., A.J.I.Q.S., Member I.S.TT., Director, CPI, is a Chartered Quantity Surveyor and Arbitrator, President of Woodrow Whiteley Consulting Group of Companies (WWCG) providing construction cost management, project development and finance and legal & dispute resolution services with offices in Jamaica, Trinidad and Tobago and St. Lucia.
Since 1992, Mr. Whiteley has practiced extensively throughout the Caribbean and is recognized as having particular expertise in the area of construction contract dispute resolution and has acted both on behalf of Government and the private sector in the management of construction procurement processes, procurement strategy formulation and industry disputes and arbitrations.
Mr. Whiteley was a lecturer at the University of Technology (Jamaica) for twelve (12) years (1992 – 2004), and as Quantity Surveying Programme Director was instrumental in establishing the B.Sc., degree in Quantity Surveying.
Mr. Whiteley has also been heavily involved in the continuing professional development of Quantity Surveyors as the Chairman of the Sub Committee for Continuous Professional Development (CPD) established by the Executive Council of the Jamaican Institute of Quantity Surveyors (JIQS).
As a Director and CPI Faculty Member, Mr. Whiteley has developed the Construction Procurement Intensive™ which critically explores the traditional construction procurement model and the more recent P3 structures, along with an in depth analysis of the legal financial and operational risks existing in these models.
Mr. Whiteley is a past president of the Jamaican Institute of Quantity Surveyors and past executive council member of the Joint Consultative Committee for the Construction Industry in Jamaica. Mr. Whiteley is presently completing his Masters in Laws (LLM) in Construction Law and Arbitration at the Robert Gordon University, Scotland. Mr. Whiteley is co-founder of the Caribbean Procurement Institute and Director of the Caribbean Association of Procurement Professionals (CAPP).
