Dr. Khi V. Thai (United States) has taught since 1978. His expertise is in public budgeting, financial management and public procurement. He is editor of three academic journals; Editorial Board member of three other academic journals; author or editor of six books; author or co-author of thirty three referred articles, and twelve non-refereed articles and technical reports; author or co-author of seventeen book chapters; editor or co-editor of fourteen academic journal symposia; and six principal investigator of twenty-four grants/contracts in the areas of public budgeting, financial management and public procurement. In addition, he has served as director of the Bureau of Public Administration at the University of Maine, Director of the School of Public Administration at Florida Atlantic University, and most recently founder and Director of the Public Procurement Research Center at Florida Atlantic University.

Dr. Thai has provided consultancy services to Sierra Leone, Canada, Uganda, Colombia, and various state and local governments in USA, Government Finance Officers Association (as faculty advisor), National Institute of Governmental Purchasing (as faculty member of the Research Committee, and Education Committee), and Universal Public Procurement Certification Council (as an academic member of the Governance Board).
 
He had been instrumental in developing various national and international programs including the most recent one, Miami-Dade County Government (2006-2008), and Bulgaria Procurement Monitoring and Performance Study Tour (July 2006), Government of Columbia’s vendor manual and seminars (2006-2007).
